Social movements made petition for the dismissal of Márcio Souza of the Council of Culture of Manaus

Although determined by the Organic Law of the Municipality (LOMAN) since 2015, the writer Márcio Souza, president of the Municipal Council of Culture of Manaus (CONCULTURA), refuses to secure the vacancy of the representation of the Mestizo People. In response, in addition to legal measures to comply with the Law, the Movimento Pardo-Mestiço Brasileiro (Nação Mestiça) and other social movements began collecting signatures asking for his dismissal by the mayor of Manaus, Arthur Virgílio Neto (Brazilian Social Democracy Party – PSDB).

Márcio Souza has been in charge of CONCULTURA since 2013. At the time a board of representatives of the public power and of civil society entities, with a mandate of two years, the council had its remunerated composition increased in number and reduced in power, with the substitution of the representation of the entities by individuals elected or appointed by the president himself, author of works such as A Maravilhosa Estória do Sapo Tarô-Bequê and A Resistível Ascensão do Boto Tucuxi.

Márcio Souza also presided the Fundação Nacional de Artes (FUNARTE), from 1995 to 2003, under former president Fernando Henrique Cardoso (PSDB). During his administration at the organ linked to the Ministry of Culture, according to Folha de S. Paulo newspaper, the foundation would have used funds to sponsor cultural activities “in acquiring a ‘Le Corbusier’ style table to attend the presidential office, in two commitments of R$51,256.16, totaling R$102,512.32.”

Audit Report available on the website of the Tribunal de Contas da União (TCU) records a judgment in which the ministers of the body, in judgment in 2004, reject appeal of the then ex-president of FUNARTE against a fine that the court applied to him.

Concentration of power

LOMAN recognized the territory of Manaus as of the Mestizo People and this one as a native ethnicity generated by the manaos and other Amerindians who were miscigenate with Portuguese and other peoples. The refusal of certain public administrators, however, to accept that Mestiza Manaus is Mestiza has brought the problem to the courts. In a conciliation hearing, on Monday (5), at the Henoch Reis Forum, in the process of authoring the Movimento Pardo-Mestiço Brasileiro to comply with LOMAN, the administration’s decision not to reserve a vacancy for the Mestizo ethnicity was reaffirmed.

The mayor of Manaus, according to the Official Gazette of the Municipality, said Tuesday that the need to adapt the composition of the council “to the new administrative guidelines in force, based on the manifestation of its President,” Márcio Souza, published a decree modifying the composition of CONCULTURA, but not including the vacancy of the Mestizo People.

Without further delay, on Monday (12), the president of CONCULTURA published in the Official Gazette of the Municipality, the edict for the election of new councilors, establishing various requirements for interested parties, such as presenting bound or stapled documents, numbered pages and participating of training course – with zero tolerance for absence or delay:

“The presence of candidates eligible to participate in the elections is obligatory, and their absence shall be immediately eliminated.”

“Candidates who arrive after the scheduled time (…) will be automatically disabled from the competition, regardless of the reason or reason for the absence. No time tolerance will be given.”

And what happens if there is no candidate left for a vacancy? New elections? No, president Márcio Souza will choose three names for the mayor to choose one.

What if someone or an entity disagrees? Then the president established two criteria: if it is for an individual, the answer will come in three days in the council itself, but if it is for an entity, like the Nação Mestiça, there is no deadline for the response to appear and if one day it will have to be it must have be published in the Official Gazette of the Municipality which, as everyone knows, everyone reads every day.

Vacancy for immigrants yes, for Brazilian mestizos no

Mestizos are invisible to the administration of president Márcio Souza. In 2013, it published a call notice for the election of representatives of civil society in the body. The edict divided the vacancies into eight segments, among them the ‘Ethnic Culture’. Although the Mestizo ethnicity was already recognized and object of several municipal and State laws, and its culture on which the municipality is based, the edict restricted the right to compete for the representation of Amerindians, quilombolas, riverine populations, gypsies, peoples of terreiro, immigrants and others that, according to the edict, would be contemplated in the decree nº 6040/2007, of the ex president Lula (Workers’ Party – PT), on “Peoples and Traditional Communities” – that does not make reference to Mestizo ethnicity nor to immigrants.

The Edict for 2017, published a week after the frustrated conciliation hearing, also omits any reference to Mestizos.
