Mestizos: Lula’s human rights plan is racist

President Lula signed in December 2009  a decree establishing the National Plan for Human Rights (PNDH – 3). The program determines “the IBGE (Brazilian Institute of Geography and Statistics) the adoption of the criterion of considering the mulattoes, the pardos (browns) and pretos (blacks) as members of the contingent of Negro people.”

The program promotes Negro supremacy and discrimination against Mestizos. Also violates the International Convention on the Elimination of All Forms of Racial Discrimination (1968) and the Durban Declaration (2001), of which Brazil is a signatory, and was ratified by the Lula government last year in the Durban Review Conference, in Switzerland. The Declaration condemns mestizophobia: “We recognize the presence in many countries of a Mestizo population of mixed ethnic and racial origins and its valuable contribution to the promotion of tolerance and respect in these societies, and we condemn discrimination against them, especially because such discrimination may be denied owing to its subtle nature.”
