The PEC 215 aims to pass from the Executive to the Legislative the final decision on the creation of federal Bantustans for Amerindians, hindering the process of ethnic cleansing against the Mestizo people (the native ethnic group consisting of mixed descendants of Amerindians, Europeans and other peoples). The Mestizo people, although Native of the Bantustan’s territory, are segregated  from the Amerindians and expelled after (and sometimes during) the creation of the Bantustan.
